PRESIDENT HOUPHOUET BOIGNY`S VIEW OF A SECRETARY-GENERAL

The late and pioneer president of Cote d`Ivoire, Felix Houphouët-Boigny was oe of the Founding Fathers of the then Organisation of African Unity (OAU). Diallo Telli (of Guinean-Conakry) was the organisation`s first Secretary General. The secodn and third were, as we kniow, Cameroonians: Nzo Ekangaki and William Eteki Mboumoua.

During Diallo Telli`s term in office, Houphouet found his administrative methods to be too high-handed. One day the Ivorian president became so annoyed with Diollo that he is quoted as having warned him that when they Heads of States wanted a "Secretary General" to run the OAU, what they meant was "not a General", but a "Secretary".
